Why can't I see any new citizens in the VIP Citizens section?

Hi Mayor,

If you have yet to complete a fundraiser, you will not see any VIP citizens. As soon as you reach the target for a fundraiser and the fundraiser period ends, you will be able to go to Your City > Characters > VIP Citizens to see your new citizen!
