<p>In all voting situations, a fleet will be allowed to keep traveling as long as one of the following conditions has been met:</p>

<li>The voting mission has waited for longer than 24 hours;</li>
<li>More than half the votes has been received for any particular mission;</li>
<li>Every member has cast a vote.</li>
